- CCAP
- Child Care Assistance Program. The 2018 file. State and federal subsidy so low-income parents can work.
- Charged dollars
- Indictments, pleas, restitution. The floor. Not the file.
- Claims file
- The CMS pull of the 14 programs Minnesota had marked high-risk. Thompson's basis.
- Credible allegation of fraud
- The federal standard (42 CFR 455.23) under which a state Medicaid agency must suspend payments to a provider pending investigation unless it documents good cause not to.

- Intended loss vs. actual loss
- Intended loss is what the scheme tried to take; actual loss is what was paid. Charging documents quote one or the other. Restitution follows actual loss.

- Office of Inspector General. DHS has one inside the agency; HHS and USDA have federal ones. They are not the same office.
- OLA
- Minnesota Office of the Legislative Auditor. Reports to the Legislature, not to the agencies it reviews.
- Payment withhold / stop-pay
- An administrative hold on reimbursement. A withhold is not a charge; it is the lever that stops the loss while the investigation runs.

- Restitution
- The amount a sentencing court orders repaid to victims. It is a court-record number about one defendant. It is not a measure of the program.
- Sponsor / site
- In the meal programs, a sponsor is the organization that enrolls and claims; a site is a location it says it fed children at.
- Stop-pay
- A hold on reimbursement. MDE lifted its own. Guthmann did not order it lifted.
- Three-dot
- Share root source, share this page, context, copy citation.
- Waiver
- A state option under Medicaid that pays for home- and community-based services outside the standard benefit. Minnesota's fastest-growing fraud programs are waivers.
- Wire fraud, conspiracy, money laundering
- 18 U.S.C. 1343, 1349, 1956 and 1957. The workhorse federal charges in these cases.
