In March 2017 a DHS forensics supervisor wrote that the lab was overwhelmed by organized-crime cases defrauding hundreds of millions a year. In May 2018 FOX 9 put the suitcase cash on television and Scott Stillman put it on the Senate record. In August 2018 the CCAP investigations manager wrote that at least half of $217 million paid to centers in 2017 was fraud. Each step has a primary.
