The 2019 auditor review could not substantiate the $100 million figure and could not substantiate terrorist use. It also found the controls insufficient and the investigators alienated from their own inspector general. The unit was shut. In 2021 a Ramsey County judge held the Department of Education in contempt for slow-walking applications; he did not order payments resumed, but the payments resumed. In December 2021 the Attorney General was recorded telling operators: let's go fight these people.
