Fourteen Medicaid programs Minnesota itself marked high-risk went from $1.51 billion in 2018 to $4.32 billion in 2025. Autism services went from $6 million to $443 million. Total Minnesota Medicaid did not outgrow the country. These waivers did. The daycare file is older still: FOX 9 was on it in 2013.
