The meal case charged about $250 million against a claims file read at half of $18 billion. The office that read the file went from 64 assistant U.S. attorneys to 36 and the man who read it resigned. The rules a prosecutor is held to are public: Berger, Brady, Giglio, the Justice Manual. They are on this site so the pace can be measured against them, not against a mood.
